जिला बलरामपुर-रामानुजगंज (छ.ग.) के प्राथमिक, माध्यमिक, हाई स्कूल एवं हायर सेकेण्डरी
विद्यालयों के कुल 1413 शैक्षणिक संस्था परिसरों में Cosmos Chhattisgarh Online School
Monitoring System के तहत टेबलेट युक्त Thumb Attendance Device के माध्यम से प्रत्येक
दिवस शिक्षक उपस्थिति, विधार्थी उपस्थिति, परिसर संचालन, मध्यान्ह भोजन कार्यक्रम,
शिक्षक अवकाश आवेदन व स्वीकृति किया जा रहा है। जिसका मानिटरिंग का कार्य जिला स्तर
एवं विकास खण्ड स्तर पर भी किया जाता है। मानिटरिंग के चरण में एक नया प्रयास किया
गया है जिसके तहत् जिला कार्यालय से विकास खण्ड स्तर के अधिकारियों/ कर्मचारियों का
निरीक्षण दल तैयार कर स्कूल का औचक निरीक्षण हेतु प्रातः 7:00 बजे आदेशित किया जाता
है तथा ये निरीक्षण दल स्कूल का निरीक्षण कर मोबाईल एप्लीकेशन के माध्यम स्कूल निरीक्षण
का प्रतिवेदन जिला कार्यालय को प्रेषित करते हैं। विद्यालयों से प्राप्त प्रतिवेदन
के आधार पर निराकरण कलेक्टर महोदय की अध्यक्षता में किया जा रहा है। विगत दो वर्षों
में शिक्षकों की मासिक औसत उपस्थिति 70-75 प्रतिशत से बढ़ाकर 85-90 प्रतिशत रहा है तथा
इसी के आधार पर शिक्षकों का उपस्थिति पत्रक जारी कर वेतन दिया जा रहा है।

District Balrampur – Ramanujganj, situated in the North of Chhattisgarh, is one
of the nine newly formed districts in the State. With large areas of the district
covered by dense forests and undulating terrains, last mile delivery of government
schemes remains a major challenge for the district administration. A significant
part of the rural population is still devoid of basic utilities and services like
electricity, internet and information about government welfare schemes. It is with
these challenges in mindthe district administration has taken an initiative to provide
each Gram Panchayat with a unique one stop counter – the Common Service Centres(CSCs)
to connect the last individual with these basic services.

The Common Service Centre, as its name suggests, is an amalgamation of three basic services - the LokSewa Kendra, Apna CSC portal and the Panchayat Bank. With each of these, we aim to provide an umbrella of services that were either miles away or never reached the rural populace, at their door step. A separate bank like counter has been opened in each panchayat building with 24 hour electricity and internet connectivity manned by selected youth from the village trained as Village Level Entrepreneurs (VLE). The entire model has been designed as a revenue generating, self – sustainable model keeping in mind its suitability for remote rural areas. Moreover, with the VLEs earning a small commission from each service delivered, we envisage the CSC to develop into an employment generating activity for the currently unemployed youth. Once put in place, various products and services from private players can also be delivered by piggy – backing on the CSC network. Thus, the CSC creates a win – win situation; for the administration, local businesses as well as the end consumers and common people. The following sections give a brief description of the services provided at the CSC and the Human & Technical Resources put in place to make our CSCs a success.
